About Project 17

Project 17 works to end destitution among people with no recourse to public funds. We work with families and adults with care needs experiencing exceptional poverty to improve their access to local authority support. 

We believe that all people have the right to a home and enough to eat, regardless of their parents’ immigration status. To achieve our vision, we provide advice, advocacy and support for individuals. We build capacity in other organisations and we campaign for the improved implementation of statutory support.

Update from May 2026: We are expanding our remit to work with adults with no recourse to public funds who also have care needs. This is part of a managed transition in partnership with the Care Rights Project which will be closing in the autumn of 2026.

At the moment we can take on self-referrals from individuals needing advice and advocacy. Professionals with enquiries about how to support adults with care needs with no recourse to public funds or requests for training should continue to contact the Care Rights Project.
